Steven (Steve) Boughton is an associate in the Washington, D.C., office of Wilson Sonsini Goodrich & Rosati, where he is a member of the firm’s energy and climate solutions practice.
As part of a highly-skilled team, Steve advises independent power producers, renewable energy developers, industry associations and financiers in federal and state energy regulatory matters. Steve regularly represents clients before the Federal Energy Regulatory Commission (FERC) and appellate courts. Leveraging his background in environmental science, private equity, energy finance, and impact investing, Steve's practice is poised to guide clients through the emerging challenges of the clean energy transition and evolving energy markets in the United States.
Steve’s expertise includes qualifying facilities, generator interconnection, transmission planning and cost allocation, participation in energy and capacity markets administered by CAISO, PJM, ERCOT, SPP, MISO, ISO-NE, and NYISO. His work also encompasses emerging markets, such as CAISO’s Extended Day Ahead Market and SPP’s Markets+, as well as matters in non-RTO regions. In support of project development, Steve assists developers in obtaining necessary FERC approvals for transactions pursuant to Section 203 of the Federal Power Act (FPA), securing authorization to sell power at market-based rates pursuant to Section 205 of the FPA, and complying with obligation under the Public Utility Regulatory Policies Act and the Public Utility Holding Company Act.
Prior to joining the firm, Steve was an associate at Troutman Pepper Hamilton Sanders LLP and Van Ness Feldman LLP, where he has consistently honed his energy regulatory, transactional, and appellate skills.
