Qifan has litigated issues at the frontier of internet law, including generative AI, the Digital Millennium Copyright Act (DMCA), and content moderation and the First Amendment, among others. Qifan also maintains an active pro bono practice. He has represented digital rights groups in cases exploring the intersection of technology, free speech, and surveillance, and has helped refugees and low-income residents obtain asylum or citizenship.
During law school, Qifan served as a judicial extern for the Honorable Richard J. Sullivan of the U.S. Court of Appeals for the Second Circuit and for the Honorable John G. Koeltl of the U.S. District Court for the Southern District of New York. He was also the co-president of the Columbia Society for Law, Science and Technology and a legal intern for the Electronic Frontier Foundation.
